GPL 3.0 Update

It looks like the next draft of GPL 3.0 will be out sometime this week or next. We would expect the FSF to take in comments for at least 45-60 days on that draft. It's also been suggested that the FSF could use a rolling draft process (i.e. post changes every few weeks) to try to get to the final more quickly. In any event though, no one expects the final out before the end of April.
